What the law actually says
The Arms Act 1959 is the central firearms law. Section 4 authorises the Central Government to exempt categories of arms from licensing, and Arms Rules 2016 Rule 2(g) codifies the exemption: any airgun with a muzzle energy below 20 joules is not treated as a “firearm” under the Arms Act.
