What the law actually says
The Arms Act 1959 is the central firearms law. Under the Arms Rules 2016, only air weapons above 20 joules and/or with a bore larger than .177 inch need a licence. So an air pistol or air rifle of .177 calibre with muzzle energy under 20 joules is outside licensing — but it must still be sold by a licensed air-weapon dealer who records the buyer’s identity and residence proof. For Haryana residents this means: no arms licence, no district police NOC, no state registration, and no restriction on peaceful home ownership — as long as you buy from a licensed air-weapon dealer with your ID and address proof. Haryana has never issued a state-level order overriding this exemption. Firearm licensing is a separate regime that applies to licensed arms, not to .177 airguns under 20 J.

Gurgaon / Faridabad / NCR — the special notes
Gurgaon and Faridabad are in Haryana state but part of Delhi NCR — an economic zone, not a legal zone. State law applies for airgun ownership. Central exemption applies uniformly. The real gotchas here aren’t legal — they’re practical:
- RWA / society bye-laws. Most large gated communities (DLF, Emaar MGF, ATS, Godrej, Sobha, Adani, Godrej) have blanket “no weapons” clauses. Airgun is legally exempt but the society contract binds you. Read the rulebook; ask in writing before setting up a home range.
- Corporate campuses. Cyber City, DLF Cyber Hub, Manesar industrial belt — all X-ray scan every bag. Don’t attempt to bring an airgun through corporate security without written prior clearance from facility management.
- Delhi Metro on the Yellow Line + Rapid Metro. CISF security flags airgun shapes even in cases. Transport by cab or private vehicle instead.
- Cross-border commutes. Driving from Gurgaon to a Delhi practice range means crossing a state border. Sub-20J airgun is legal in both — no additional paperwork needed — but transport in a closed case regardless.
Target shooting on a farm in Haryana
Open farmland or a large private plot makes a safe outdoor target range easy to set up. Air guns are for target shooting and training only — never for shooting birds or animals, which the Wildlife (Protection) Act 1972 prohibits whatever the tool. Stay legal and safe:

Can I use an air rifle on my farm in Haryana to protect crops?
Not against birds or animals. No special airgun rules for Manesar or Gurgaon industrial zones. However, if you plan to store an airgun at a workplace (office, factory), get written consent from the employer / property owner.
