What the law actually says
The Arms Act 1959 is the central firearms law. Section 4 authorises the Central Government to exempt categories of arms from licensing, and Arms Rules 2016 Rule 2(g) codifies the exemption: any airgun with a muzzle energy below 20 joules is not treated as a “firearm” under the Arms Act.
For Haryana residents this means: no arms licence, no district police NOC, no state registration, no restriction on where you purchase from, and no restriction on peaceful home ownership. Haryana has never issued a state-level order overriding this exemption. Haryana is a shall-issue firearms-licence state — real firearms are more readily granted here than in Delhi or Karnataka — but that regulatory framework applies to licensed arms only.
