What the law actually says

The Arms Act 1959 is the central law that governs firearms in India. Section 4 gives the Central Government the power to exempt certain categories of arms from licensing. That exemption was formalised in the Arms Rules 2016, Rule 2(g): any airgun (air pistol or air rifle) with a muzzle energy below 20 joules is not considered a “firearm” for the purposes of the Arms Act.

What that means in practice for a Maharashtra resident: no arms licence, no police NOC, no state registration, no restriction on where you buy from, and no restriction on peaceful ownership at home. Maharashtra has never issued a state-level order overriding this exemption — unlike, say, Kerala’s 2018 registration circular.
